Budget 4k livestreaming hardware and settings (simultaneous 4k to youtube & 1080 to facebook)

Hardware:
Dell XPS i7-4770, 2x 8gb ddr3 (dual channel), Nvidia GTX 1050Ti, Camlink4k (for DVX200 camera @4k30p over optical 1.4 HDMI), Decklink 4k mini pci-e (for ppt laptop @1080)
Notes:
- i7-4770 only has 16 pci-e lanes. gtx 1050Ti uses also 16 lanes. decklink mini 4k pci-e needs 4x lanes more for 4k.
- need old cheap xeon (w/ 40 pci-e lanes) to add more 4k inputs w/o lagging.
- i7-4770 only has 2 memory channels. it used to be 8gb one stick, adding another 8gb stick enabled full utilization of both channels doubling the memory bandwidth to 25GB/s specification.
