The great commission in Matthew 28 says "Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost", also in Mark 16:15 it says "Go ye into all the world, and preach the gospel to every creature."

The scaling question would be:
  1. all the continents?
  2. all the countries?
  3. all the timezones?
  4. all the provinces?
  5. all the cities / towns?
  6. all the barangays?
  7. all the streets?
  8. all the homes?
  9. all the rooms?
  10. all the individuals?
  11. all the square feet of in the rooms?
  12. all the square inches of the world?
  13. all the molecules of the earth?
  14. all the atoms of the earth?
Note that all of these are part of "nations" and all are part of "every creature".  Yes God saves individuals but remember "all nations" is lower resolution and "every creature" is higher resolution.

So if we don't know the resolution / dot-pitch / density / concentration, what do we do?

Answer is we go and do as we are told -- to go and teach everyone the way to salvation -- Jesus Christ.

What to teach? "all things" as Matthew 28:20 says "Teaching them to observe all things whatsoever I have commanded you: and, lo, I am with you alway, even unto the end of the world. Amen."
